Because we can't... say one way or the other if they had any, or not. If we assume they could have, then we need to consider so many people... but if we assume they didn't, then it's narrower, a-and if those people are ruled out then we know they probably did have that on their side.
Famine told me last night there are changes in behavior we can notice. Even if we can't investigate evidence, we can keep track of whether anyone is suddenly acting strangely.
